INFORMATION FOR APPLICANTS

  1. The Welfare Package has been extended until 31 May 2020 or to an earlier date announced by the Government to resume racing in Tasmania.
  2. A thoroughbred rate increase from $38 to $45 per day.
  3. Change in greyhound trainer criteria to incorporate licensed participant.

The purpose of the Tasmanian Racing C-19 Welfare Package (Welfare Package) is to allow trainers to keep racing animals in work and fit for a return to racing.

Eligibility

To be eligible for the Welfare Package the animals nominated by the trainer must be in work and the trainer (as the responsible person for the welfare of the animal in work) must apply for the Welfare Package. Trainers that have animals In Work but able to compete in a race for prizemoney are not eligible for the Welfare Package. For the greyhound code, animals In Work include racing dogs, breeding dogs and pups over six (6) weeks of age and the definition of a Trainer also includes greyhound licensed participants.

Further details of the eligibility criteria for each code of racing are provided below.  Tasracing recognises that not all circumstances of animal in work are covered in the criteria due to the speed at which the Welfare Package has been established.  If you are unsure on whether your animal is eligible for the Welfare Package, please contact Tasracing or provide the information relating to your animal when nominating it as an animal in work to allow Tasracing and the Office of Racing Integrity (ORI) to make an appropriate determination.

Term

The Welfare Package will apply from 1 April 2020 to 31 May 2020 or an earlier date announced by the Government to resume racing in Tasmania.

If racing is resumed during the Second Term based on the regionalised north/south model, the Welfare Package:

(i)           will not apply to Trainers in the North and South regions; and

(ii)          will only apply to Trainers in the North-West region that have animals In Work, except for those Trainers that transport the animals In Work from the North-West region to the North or South regions to compete in races.  If animals are eligible to compete in a race, then these animals are not eligible for the Welfare Package.

Tasracing will continue to review the Welfare Package arrangement in line with the Government’s decision regarding the status of racing in Tasmania.

Payment

The amounts to be paid under the Welfare Package will be calculated on a daily charge for thoroughbred and harness horses and a weekly charge for greyhounds.  The payment will be back paid to the commencement date of 1 April 2020 or the date the animal became eligible for payment (whichever is the latter).

Payments will be paid on a weekly basis in arrears and on a day (code specific) determined by Tasracing on approval of the application.

Application Process

Once the Application Form has been received, Tasracing and ORI will undertake data matching to confirm the information in your Application Form.

If any data is intentionally falsified, all payments will cease and you will be required to repay the specific payments received and excluded from the scheme, including any future schemes.

You are required to notify Tasracing as soon as possible of any change to the animals in your care (i.e. a horse/greyhound is no longer eligible or becomes eligible) by submitting the Tasmanian Racing C-19 Welfare Package Update Form.  Any overpayments to a trainer will be recovered by Tasracing.
